The PCJF responded in this brief to the defendant’s appeal in Garcia v. Bloomberg, which asked the Second Circuit to overturn the lower court’s refusal to throw out the case and grant NYPD qualified immunity in the mass arrest of protesters on the Brooklyn Bridge.
